3. If pet dog owners do not clean up the excrement of their pet dogs in public places in time, anyone can collect their excrement and hand it over to the pet management department.
4. The pet management department should promptly analyze the pet dog excrement handed in, extract the genomic DNA sequence of the test object, and find the pet dog and its owner to which the test object belongs in the registered computer data.
5. The pet management department, based on the test results, should promptly notify the pet dog owner to accept the fine. Those who fail to pay the fine within the time limit should also provide necessary education and more severe penalties, which may even affect the credit rating of the pet dog owner.
6. The pet management department should be a non-profit organization. Its operating expenses should be the necessary deposit paid by the owner when the pet dog is registered and part of the fine after daily pet dog excrement testing.
7. If citizens collect pet dog excrement and hand it over to the management department, the management department should withdraw a considerable proportion of the fine to reward them, so that they can have greater enthusiasm in pet dog environmental management. There should be corresponding rewards if you pay.
8.
